What is a Documented Categorical Exclusion?

A Documented Categorical Exclusion is a document prepared to comply with the National Environmental Policy Act (NEPA). When a project is not anticipated to result in significant environmental impacts, based on experience with similar projects, it may qualify for a Categorical Exclusion.

This phrase ‘Categorical Exclusion’ refers to a category of actions which do not individually or cumulatively have a significant effect on the human environment and for which, therefore, neither an environmental assessment nor an environmental impact statement (under NEPA) is required. These documents often are typically concise, checklist-type reports. ‘Documented’ Categorical Exclusions typically provide some analysis of different alternatives and public involvement activities, and greater detail on the environmental analysis conducted. It also documents decisions made in identifying the preferred alternative.
